Front License Plate Frame

If I want to remove my front license plate frame, is there some way to cover up the holes? I really don't want it on there, but I also don't have much money to spend on this. Is it better if I just get a euro plate frame maybe?

Well I would guess body putty to fill them but have to worry about the paint...Also you could get a new bumper cover for 40 bucks but again the paint and you said not much money. Best chance is body putty in the holes and finding a way to like touch up that little spot to match the cars colour.
