Is it possible to add a cold start valve to a pre 85 NA diesel? Would it be excessivly difficult?

WTF are you talking about bro?
There never has been a "cold start valve" on any diesels.
There has been a pull out lever that advances the timing and as far as I know, and that's been in Rabbits forever.

 my bad. I meant cold start cable... and all that jazz. But it's all good. I found it. Turns out it already comes with one.

The switch thing is actually on the opposite side of the steering wheel as the headlight switch, thats why I didn't notice it. I'm use to the A2 diesels.
