I have a 2000 vr6, it tops out at 200 km/h just wondering if this is normal, do these cars have a govener?

Most north american cars are governed (if not all). A VR6 has plenty of power to take it all the way to the top 130's (mph). I was in a R32 and we made it up to the upper 140's(mph). I'll bet you we could have gone faster but the AWD killed it, I guess.
It also depends on the gearing... What RPM was the motor running at 200km/h? Given a long enough stretch of road the you should be "physically" capable of coming close to redline in your top gear.

the car runs 200km/h at 4600 or so. Its gotta be goverend though, I took it down a long hill there was tons of room but it would climb above 200.....know how to remove a govener?

I know some chips will remove the GOVNAH... Try GIAC and Neuspeed and see what they can do.

do either of those manufactures have a chip for a 01 jetta vr6 i get it up to 137 and it acts like it governes out cuz it seems like it has more to go
