unknown lever

i'm not sure if this is an A2 problem, or a diesel, but i think it's a diesel.

to the left of my steering column, there is a pullout lever, which i've never pulled out. i always figured it was the choke, but had no clue. so today, i decided to see what it did, and it did nothing, yet. but now it won't go back into it's original position. well, it will go back, but then spring out again.

wtf is going on here?

It is the cold start lever. It advances your idle. Good for cold mornings when the engine has rough starts.
